What's the solution? What good does withholding finished content do? Do you think the companies should just patch in the extra content and see no rewards for their extra effort? Or would you rather this extra content never came out, or was saved up for an expansion which came on a whole seperate disc? Just because DLC is out there, doesn't mean you have to buy it. I don't see why the timing of the release should be in any way offensive.
However, there is a lull between going gold and the release date, during which time the development teams are working on these bonus levels to include as DLC. If the player has the requisite Downloadable Content (or is playing Mass Effect Legendary Edition which includes almost all such DLC by default), it is possible to acquire both Zaeed and Kasumi before acquiring the four teammates mentioned above this allows Shepard to have as many as eight team members (including Jacob and Miranda) before the mission on Horizon begins.
